Creating a view and assigning it to your configuration is explained in the 
Tutorial "Exercise 3: Create a customized configuration" in "Publishing and 
Exporting".  Prerequisite is that you completed Exercise 2.  Follow Step 10 
in Ex 3 to assign a view.

I can understand that the tutorials are a bit hard to follow at the moment, 
because they assume RUP content and not BUP.  We filed a bugzilla to fix 
this.
