I get the composer since the download was available :).
I did this for text porpuse:
Create a new plugin called base_concepts_pt-BR
Copy content, from general guidence, for example, using copy and pasty
available in composer
And thats all, I can translate the content from activity for example
I didnt know if my approach was right, and how I didnt sow any coments about
it...

Currently, there aren't plans for translation as part of the EPF project.
The initial Basic Unified Process (BUP) content donated is written in
English.
From ool and content perspectives, translation to other languages at this
point can be part of a community effort (as someone in the list already
mentioned intention to translate BUP to Russian). Contributions on this
area
could be implementing a tool feature to export content from the library,
which in turn could be translated and imported back.
Initial BUP content and EPF Composer are avaible on the downloads page on
the EPF Web site (www.eclipse.org/epf).
