As I understand JSR 291 and what I've heard on JavaOne BOF about the 
subject, it is more about modularity for Java SE. The goal of JSR 291 is 
to provide module system based on OSGi module layer for Java Platform. So 
ECP related to the JSR only as a consumer of the service not as 
implementation.
