I built a new Eclipse using the downloads listed as required on the 
release build R-3.0.4-20090213193639 page.  I got this from the Dali 
Project Summary Page, Release section, 2.2 link.  The URL is:

These are the parts I used to build this Eclipse:
 
Eclipse Platform (Platform, JDT) eclipse-SDK-3.4.2-win32.zip EMF 2.4.2

EMF XSD 2.4.2 Runtime Minimum executable code. xsd-runtime-2.4.2.zip 
Graphical Editing Framework (GEF) GEF-SDK-3.4.2.zip
Data Tools Platform (DTP) (required only for EJB or JPT development)
