Jennifer,

I have modified the config.jar to print out the value for the failing 
argument to the console.  Please replace your copy of bin/config.jar 
with the attached copy and try again, and post the results here.  Also 
you might want to check that there is a "webapps" folder in your Tomcat 
home folder.
