[News.eclipse.technology.cme] CME 0.1.3 released

CME version 0.1.3 is now available for download and as an update site. This
version is primarily a bug fix release for the Eclipse 2.1.x stream and it
is the last release that will be compatible with the 2.1.x versions.  It is
not compatible with Eclipse 3.0.x or any of the Eclipse 3.1 builds.

Bugs fixed include: 60560, 71093, 71297, 71402, 72263 and 72536.
