Yes, that was always the case before r08242.
Now I created a completely new workspace with Eclipse IDE, opened cquery, resolved it and checked that in the wizard 'Use defaults' was on for jar components. But after materialization jar components went to directory ~/user/buckminster/downloads/ outside the workspace.
