Hi Edwin,
I retried just now. I don't have this problem. Not on my laptop (Windows) and not on my Linux 
machine. Perhaps your geographic location makes you accessing another mirror or something? Can you 
try using http://download.eclipse.org/technology/buckminster/0.3milestones/updates/headless-site.xml 
instead, and see if that makes any difference?
