I just tried all of them (svn+ssh with my committer account, anonymous 
svn and http) and I got no problem. But Eclipse servers have had some 
troubles these last weeks.

Maybe you should give another try: 
svn://dev.eclipse.org/svnroot/stp/org.eclipse.stp.sca-tools
