Since Subversive normally won't be preinstalled anyway (just take the 
license issue, which also still looks WONTFIX ?;-) that may be acceptable as 
long as Babel is supported.
You should no longer have those separate "i18n" updates though!
Did you provide the sources for that to Babel?

I could forward your last post to the Babel newsgroup, but beside that I 
cannot help you as long as it does not show up in the Babel Translation 
server.
