The other points 1 - 4 probably would make good bug reports, though you may want to try a recent 3.5 build to see if things are better there.

Try 3.5M4 which is out in the next day or so. (I20081211-1908 is the current candidate for promotion to M4).

1) What is the difference between No and Cancel?

2) What "the wizard"? Why would I want a wizard? I don't believe there
is any wizard at all, this popup is simply erroneous.

3) If I select "yes" I do not get a wizard. I get an other popup dialog
whose only option is "Cancel"

4) This popup dialog says "Cannot complete the request. See the
details." But the point of the dialog is to give me the error message
(aka details) and 90% of the screen is not the error message.

5) The error message is not understandable in terms of the user
operation. The user selected "install" on a URL in the Available
Software. The error message makes no reference to that URL and no path
forward for users or developers. Our only choice is to whine in the
eclipse newsgroups.
