[news.eclipse.platform] How to handle changes outside workspace

Hi,

When a resource has been changed outside eclipse and I want to make our 
plug-in ( clearcase for eclipse) aware of the change. ( without any manual 
actions being taken ). I would like this to happen in the background and 
update the decorator in the navigator view.

Where can I read about this so I know how I can make it happen in the 
plug-in.
