[news.eclipse.platform] getProject().getRawLocation() returns null

Does anyone know under what conditions 
resource.getProject().getRawLocation() will return null?

I've never seen it before, but a user just reported it to me. the resource 
object is being returned from the ResourceSelectionDialog, and I've 
confirmed that the project is indeed set up correctly.

As always, stymied....
