[news.eclipse.platform] Eclipse is extremely slow when installing plugins while disconnected

The machine I'm working on is disconnected from the Internet.
Whenever I try to install a plugin using "Find and Install", it is
*extremely* slow. Each step in the process takes about 5 minutes. I
assume Eclipse is trying to connect to the Internet and making me wait
for it to discover it can't. Is there a way to tell Eclipse "The
Internet is not available, so don't bother looking"? Or is there
another reason installing plugins is so slow on my machine? Thanks.
