[news.eclipse.platform] Want to disable a ruler popup menu action progra

I have an action in my editors ruler popup menu, Is there any way to disable 
that menu item when certian condiions exist? (such as line is empty, or does 
not have certain text, ...).  Im trying to disable my custom breakpoint 
action where breakpoints are not allowed.

If this is possible, could anyone point me in the right direction,  I would 
appreciate it.
