You probably downloaded the platform image instead of one with the Java Development Tools. The download page describes what is in each download.

Same thing happens when I try to install Eclipse 2.1.3. My older 2.1 installation does not have this problem.

Every installation guide I've run across practically starts with 'Go to Window>Preferences>Java', but I can't even get that far.

Is there an environment variable or registry setting that I'm missing?
