I think the URL should be 
http://org.eclipse.ui.intro/showHelpTopic?id=/com.progress.dataxtend.si.help_8.4.0/Getting%20Started/using.html";

Also it's possible that the space (%20) in the URL is not getting 
encoded/decoded correctly when intro passes the URL on to the help 
system. You might want to see what happens if you use a URL with no 
spaces in the path.
