This should work, I did a quick test with https://bugs.eclipse.org/bugs/ and
it seemed fine.  What versions of eclipse/swt and OSX are you using?  Could
it be site-specific (eg.- do you have any better luck with
https://bugs.eclipse.org/bugs/ )?
