Can you run Snippet78 to see if you can drag-and-drop between it and other 
applications? It works for me on both Windows and Linux. I don't think 
emacs support drag-and-drop. I can't drag text from any other application 
to emacs either. I tried drag-and-drop from and to gedit and it worked.

Here are some of the things you can try:
  - try some of the swt drag-and-drop snippets
       http://www.eclipse.org/swt/snippets/
  - does your operations support copy and move? If not try it.
	int operations = DND.DROP_MOVE | DND.DROP_COPY;
  - are you using the default drop (typically a move)? 
       Try pressing the Ctrl key to copy when you drop
       since you indicated that you only support copy.

If you have some code, I can take a look and try to help you out.
