Why do you think tomcat has to be started to show a Browser? Take a look 
at http://wiki.eclipse.org/JFaceSnippets#Snippet037FancyCustomTooltips 
and I think we all agree there's no better control suited to show HTML 
than real Browser like IE, Firefox, ... .
