I heard about legal issues, but didn't read an explanation yet.

If there really is such an explanation, it should be added to Bug #20486 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=20486) and the comment on 
http://dev.eclipse.org/viewcvs/index.cgi/~checkout~/platform-swt-home/dev.html 
regarding QT should be fixed.
