Try installing the "EPP RCP Feature" from the EPP update site (http://download.eclipse.org/technology/epp/packages/galileo) - that should get you everything that is included in the "Eclipse for RCP/Plug-in Developers" package that you would get from the main Downloads page.
Or, you could just download that package, unzip it, start it up and point to your existing workspace. The RCP/Plug-in Dev package contains pretty much everything that the Java Dev package contains, and more.
