In my case following Jars needed to be included in classpath (wrapped in
plugin)
lib/jaxrpc.jar,
lib/axis.jar,
lib/commons-discovery-0.2.jar,
lib/commons-logging.jar,
lib/saaj.jar,
lib/wsdl4j-1.5.1.jar

First since OSGi does not use the classpath to look up classes; you need
wrap all 3rd party jars ( e.g. Axis ) as OSGi bundles. In eclipse; you
can easily choose to create a new "Plugin project from an existing jar".
Next the RCP bundle must do an Import-Package of the relevant Axis
packages.
