[news.eclipse.platform.rcp] RCP Upgrade tool?

I have exported a product as plugins.  Then I added to features to the 
product by hand, but the product does not recognize newly added features 
or plugins.

What plugin do I have to include to get eclipse RCP to recognize newly 
installed features and also newly added plugins?
