I use for myself following code to open the outline view.

IWorkbenchPage page = 
getWorkbench().getActiveWorkbenchWindow().getActivePage();
page.showView("org.eclipse.ui.views.ContentOutline");

Make sure you have a dependency to the view plugin

     <import plugin="org.eclipse.ui.views"/>
  </requires>
