And there is no way the documentation staff save all the documentation
in one plug-in?

So the developers have to set the references to the main documentation,
add the html-files to the context.xml and do the corresponding entry to
the plug-in using the help.
The developers have to do this in both cases with the difference that
there is all the documentation on one place now.

So if this doesn't work for you I don't know a solution. Sorry
Maybe you try it with different plug-in directories. If you'll get the
exception you haven't access to the other plug-ins you can try to change
the ClassLoader.

The context sensitive part of the online is written by the developers, but the main documentation is written by the documentation staff. When the docs people finished their work, the developers would only add references to the main documentation.
