[news.eclipse.newcomer] Need Help: Broke "Quick Fix" Key Mapping Somehow :_(

So I'm not a *complete* Eclipse n00b, but even so I am unable to solve what seems like a very basic problem.  In short pressing CTRL+1 no longer triggers a "quick fix" mini-dialog.  Triggering quick fix any other way (right-clicking, using the menu, etc.) still works fine, so I know that it's not the quick fix feature that's broken, just the keyboard mapping for it.

However, when I look at Preferences  > General > Editors > Keys it still shows Quick Fix as having a binding of "Ctrl+1" when "In Dialogs and Windows", so I don't know what to do.

Does anyone have any suggestions on how I could fix this issue, or at least determine what is causing it?  If so I'd be very grateful (having to right-click every time I want to quick fix is *seriously* annoying ...).  Thanks.
