[news.eclipse.newcomer] Where to pose proposal for change request?

Hi,

I have a proposal for the find/replace dialog of text editors: in my opinion the "Wrap Search" check box should be checked by default because this is what I expect to have by default when searching for some text in files.

I'm not sure where to pose this proposal. Bugzilla or newsgroup or where?
