You can generally try to use project specific preferences for things.
Having the same plug-ins is a bit difficult, but there are solutions for
that problem in the Eclipse ecosystem like Yoxos:

With Yoxos, you can create a profile that developers can share all
necessary configurations to keep them consistent and in sync for all
team members. You can also do things like workspace provisioning.
