You should be using one of the packages that includes the SDK, which
includes the source plug-ins. The best option is to download the
"Eclipse for Plug-in/RCP developers" package from the main downloads page.
You can also install the SDK features using Help > Software Updates >
Available Software (tab). The features are under the site named "Eclipse
Project Updates" and are named Eclipse Platform SDK and Eclipse SDK.
