Perhaps you need to provide more information. For example, what's in 
file.php, and where is it located on disk (absolute folder and relative 
to workspace folder) ? What does IP-XACT plugin do? Does it work on 
other files, but not this one? What JDK version/vendor are you using? 
What version of phpeclipse or PDT are you using?
