IIRC, a .deb is just a .tar.gz of the filesystem tree, rooted at /, with an accompanying script for setting permissions and other after-unpacking steps. It can't be *that* difficult.

Kudos on offering to undertake this! Please keep us posted as to your progress -- I for one would be willing to help test your packages.
