I use the VE plugin at:

It works well, though you may need to update some other plugins to get it 
to work. Once you do, though its real easy to use. Fair warning though: 
its not the same as Matisse (which I honestly never cared for).  If you're 
looking for something more like that you might wanna take a look at:

They haven't shipped their Ganymede version yet, but the GUI builder that 
they bundle is Matisse based.
