There is no product (as far as I am aware) with that name.

If you mean Eclipse (which is not an IBM product), you can get the 
latest version (3.2.1) from http://www.eclipse.org. If you really want 
the older version, you can get it from 
http://archive.eclipse.org/eclipse/downloads/index.php

If you mean IBM WebSphere Studio Application Developer, that product has 
been superceded by IBM Rational Application Developer; you'll have to 
talk to your IBM sales person to get a copy of that.
