[news.eclipse.newcomer] Can't access "help contents" from a workbench - firewall problem?

We have installed Eclipse (Version: 3.1.1, Build id: M20050929-0840) at a
client site.
When I select help contents from a workbench window, I get the error
message below.
Is this due to some process running in Eclipse that is blocked by the
company firewall? What can be done to get around it?
