[news.eclipse.newcomer] Debug Code Changes

I'm a bit confused because this is a new issue that I have not experienced 
before.  I am running Eclipse 3.1.1.  In the past when I ran an Eclipse 
project, I could make code change while in debug perespective, save my 
changes and see the expected results while debugging w/o having to stop 
the debugger, or build or anything else.  All of a sudden this 
functionality is no longer working for me.  I now need to stop the debuger 
and then perform a clean build on the project that I made the change in 
order for my new code to be picked up.  This includes both debugging and 
just running the project.  Can someone please help me with this?  Has 
something changed in my perferences that I'm not aware of.
