[news.eclipse.newcomer] How to upgrade to 3.1M6?

I looked around and could not find how to upgrade to 3.1M6. I found the
upgrade procedure for 3.1.1 -- is that more recent than 3.1M6. There must be
a URL to download the milestone or nightly builds somewhere -- can someone
kindly point me to it?

P.S. Does "M" stand for milestone?
