[news.eclipse.newcomer] dynamic eclipse plugins

Hi

When I have added an eclipse plugin in the past I have had to restart
eclipse for the system to pick up the new plugin.  Is it possible for a
plugin to be added dynamically?  That is to get the eclipse framework
recognise a new plugin has been added.

I am thinking specifically about RCP applications but to eclipse in general.
