Paul,
The URL and port where the internal Help web server serves help is dynamic,
and you cannot rely on bookmarking that. :-(
The port could potentially change on each eclipse run.
Also, you would need Eclipse started, and the help activated in Eclipse to
be able to access it from an outside browser no matter what.

If you press F1, or go to menu Help/Content, can you see the help?
