Hello Roger
Just unzip the content to the plugins-directory while Eclipse is not
running and then run Eclipse with the runtime option "-clean". I always
installed VE - and other plug-ins - manually and I never ran into
troubles.
BTW: VE can be installed using an update site. Look for instructions in:
dev.eclipse.org/viewcvs/indextools.cgi/%7Echeckout%7E/vep-home/WebContent/faq.html
