[news.eclipse.newcomer] Connection timed out:connect

Hi, 

I keep getting a connection timed out error on the line which contains the 
following.. 

<!DOCTYPE tiles-definitions PUBLIC
      "-//Apache Software Foundation//DTD Tiles Configuration 1.1//EN"
      "http://jakarta.apache.org/struts/dtds/tiles-config_1_1.dtd";>

Does anyone know why this might be happening?
