[news.eclipse.newcomer] Build question

After building "source from Zip" on WIN XP with
    build -os win32 -ws win32 -arch x86
result\win32-win32-x86-sdk.zip does not contain the top-level launcher
files.
These are in tmp\eclipse\win32.win32.x86\eclipse; namely, eclipse.exe,
startup.jar and .\configuration. If I add these to the zip file I get a
working distribution.
Any idea what's wrong with the build?
