Development Guidelines moved to Wiki
I’ve updated the guidelines and migrated to the Wiki to simplify their maintenance.

Part of the update was to indicate that we’ve agreed to use Java 5 language features in the GMF 2.0 stream, so set your compiler settings appropriately.
