i should say that the fixed price nature of this project is not for the
project as a whole, but rather in fixed priced milestones. someone may
choose to bid on the project as a whole, but that's not our requirement.
as even the project requirements will change over time. each milestone
is about a month in duration, and well defined by the development team.
we will not bid out at each milestone. this is just to keep our costs
under control.
