Achieving an effective Architecture Council does not require a change to the 
Development Process or the Bylaws. As I have repeatedly suggested, 
accomplishing this requires the EMO to see this council properly staffed 
through a combination of convincing the Strategic Developers to 
appropriately assign and task their representatives, and appointing 
additional personnel as required.
