Main Goals of the suggested Independent Efficiency Management were:

- increase throughput of current teams, by increasing efficiency of surrounding systems & processes - increase developer count (= more DEVELOPERS), by attracting open source developers.

That would solve 99% of problems.

Simply adding developers would not solve most of the current problems (in an long-term view).
