Sorry, that link to J9 is old. The eRCP developer tools page contains a 
newer link:

However, IBM is no longer making J9 directly downloadable due to people 
using the evaluation download commercially. You can send an email to an 
address specified on the J9 page above and get an eval copy.

The readme in the downloads should be sufficient for launching eRCP and the 
sample app included in the runtime. You may need to tweak the paths a bit 
dependning on your J9 installation. Other documents are available at 
http://www.eclipse.org/ercp/documents.php.
