I request the committer reps' consideration of the following bug:

The bug is about the Board policy about projects in incubation and what 
they must do differently from projects not in incubation.

What was the committer rep's input on this apparent policy decision by 
the Board?

Isn't application of this policy at the project level particularly 
problematic for projects with some components that are mature and others 
that are new/in incubation?  Won't this eventually be the case for 
nearly all projects?  Which conformance rules will be used when this is 
the case?
