The easiest way to run SWT stand alone with Eclipse 3.1.1 is to download the SWT Binary and Source separately and follow the instructions in the download section of this page:

I agree that the steps are confusing using the existing SWT included in Eclipse 3.1. I've opened a bug report against SWT to get their FAQ updated -
