I intended to downloaded the final build.  The plug-in files are dated 
2005-07-22 1721 in my VE instalation.

Performing the project clean did not change anything.

I reallize one other thing that is common between the two visual editors 
that will not open - both classes add a menu to the window.  When I 
origonally added the menu I had to do it by hand and it was ignored by the 
visual editor.
